Actions Taken by the Georgia State Election Board at its August 27 Meeting

Atlanta—The Georgia State Election Board met Thursday, August 27, 2009.

The Board voted to close the following cases:

  • SEB No. 2008-000041: Treutlen County
  • SEB No. 2008-000080: Troup County
  • SEB No. 2008-000088: Wilcox County
  • SEB No. 2008-000090: Muscogee County
  • SEB No. 2008-000100: White County
  • SEB No. 2008-000114: VR Cards
  • SEB No. 2008-000129: Macon County
  • SEB No. 2009-000004: Lamar County
  • SEB No. 2009-000022: Dooly County
  • Memo Case 080013: Ireland YDC

The Board voted to refer the following cases to the Attorney General’s Office:

  • SEB No. 2006-000050: Chattooga County
  • SEB No. 2008-000034: Clayton County NACA
  • SEB No. 2008-000036: Taylor County
  • SEB No. 2008-000085: Webster County
  • SEB No. 2008-000094: City of Santa Claus
  • SEB No. 2008-000102: Talbot County
  • SEB No. 2008-000103: Carroll County
  • SEB No. 2008-000136: Peach County

The Board voted to continue the following cases:

  • SEB No. 2008-000094: Butts County
  • SEB No. 2008-000099: Lanier County

The Board voted to accept consent orders in the following cases:

  • SEB No. 2007-000012: Habersham County
  • SEB No. 2008-000043: Polk County

The Board voted to close SEB No. 2007-000044 Locust Grove with a reprimand, cease and desist and letter of instruction to the respondents.

The Board voted to continue portions of SEB No. 2008-000064 Chatham County and refer it to the Chatham County District Attorney. Also, the Board voted to close the portion against the Chatham County Board of Registrars with a reprimand, cease and desist and letter of instruction.

In SEB No. 2008-000096 Sumter County, the Board voted to continue the case involving F.D. Norton, Sr. and refer the case involving Sherry W. Ratliff, Supervisor of the Sumter County Board of Elections, to the Attorney General’s Office.

In SEB No. 2008-000136 Douglas County, the Board voted to refer violations 3 through 7 to the Attorney General’s Office.

In SEB No. 2007-000040 City of Jackson, the Board voted to accept the Stipulation of Facts and Laws for the following respondents and determined the following fines and civil penalties:

  • Robert Thomas Raney: $158,000 fine, cease and desist, reprimand and investigative costs.
  • Debra Brown: $20,000 fine, cease and desist, reprimand and investigative costs.
  • Doris Evelyn Price: $500 fine, cease and desist, reprimand and investigative costs.

The Board voted to provide the Attorney General’s office recommendations on civil penalties for the following respondent:

  • Fred Marshall Avett: $3,000 fine, cease and desist, reprimand and investigative costs.

Additionally, the Board voted to refer the Raney, Brown and Price cases to the Butts County District Attorney.
