Secretary Handel Appoints Director of Professional Licensing Boards

ATLANTA—Secretary of State Karen Handel today announced the appointment of Randall D. Vaughn as Director of the Professional Licensing Boards, located in Macon.

“Randy has a successful record of strong leadership and positive results throughout his career in the private sector and government,” Handel said. “He brings the experience and skills we need to raise the quality of customer service and improve the efficiency of our licensing operations.”

Most recently, Vaughn served as Chief Operations Officer for Image Information, Inc., a document and information management systems company serving both the private and government sectors. Under Vaughn’s leadership, Image Information, Inc. has been profitable for nine consecutive years.

Vaughn also served in numerous management roles at the Internal Revenue Service, rising to the level of Assistant Commissioner for Electronic Tax Administration. During his career at the IRS, he received several awards including the Commissioner’s Award for outstanding leadership as a director and Assistant Commissioner’s Criminal Investigation Award.  He also was presented the Presidential Meritorious Rank Award, the top award for US government employees.

Vaughn’s appointment further highlights Secretary Handel’s commitment to looking to the private sector to fill key management positions in the agency.  Vaughn is one of three division directors recruited from the private sector.   

The Professional Licensing Boards provides administrative support services to 36 professional licensing boards that issue 197 types of licenses to more than 400,000 Georgians in various professions. The boards process applications, administer examinations and, when warranted, conduct investigations into possible professional misconduct. The boards have the authority to discipline, suspend, or revoke the licenses of practitioners.

Karen Handel was sworn in as Secretary of State in January 2007. The Secretary of State's office offers important services to our citizens and our business community. Among the office’s wide-ranging responsibilities, the Secretary of State is charged with conducting efficient and secure elections, the registration of corporations, and the regulation of securities and professional license holders. The office also oversees the Georgia Archives and the Capitol Museum.
