4.0   DELIVERY OF ABSENTEE BALLOT

Q 4.1.  Can the registrar deputize a family member to deliver an absentee ballot to the hospital and return the ballot to the registrar’s office?

A 4.1 Yes.  See O.C.G.A. §§ 21-2-213(a), 21-2-384(a)(4).
Subject to certain conditions, the board of registrars in each county may appoint deputy registrars to aid them in the discharge of their duties.  The delivery of an absentee ballot to a person confined in a hospital may be made by a deputy registrar.  Posted 1/15/08.

Q 4.2 May a county board of registrars or absentee ballot clerk accept an absentee ballot that is delivered in-person on Election Day before the close of polls?  

A 4.2 Yes.  See  O.C.G.A. § 21-2-385(a).
 Except electors confined to a hospital on election day, electors must vote their absentee ballots before election day.  However, a voted absentee ballot may be personally delivered by someone legally authorized to be in possession of the ballot to the board of registrars or absentee ballot clerk on election day.  The latest time a board of registrars or absentee ballot clerk may accept an absentee ballot on election day is the regular time for close of business for the board of registrars or absentee ballot clerk on election day, but no later than the close of the polls.
