Secretary of State Kemp Announces Launch of Website to Provide Enhanced Online Access to Georgia General Assembly Records Atlanta – Georgia Secretary of State Brian Kemp announced today the launch of a new website that provides instant access to nine years of audio and video recordings of the Georgia General Assembly. The site is part of a trial partnership between the Georgia Archives and Microsoft Research. Microsoft’s Audio Video Indexing Software (MAVIS) automatically indexes the recordings, which users can then search by keyword. The results take them directly to the session, and the very moment, where the word was used. Secretary Kemp said, “We’re proud to offer Georgians this fantastic e-government solution that increases transparency and the ability to research the activities of their state government.” Kemp added that the new website’s files will be available for a test period of at least two months so that his office can gauge the financial feasibility of making the files permanently available to the public. “This project is incredibly important to citizens and legislators,” said Secretary of the Senate Bob Ewing. “Users can search through thousands of hours of meetings to find discussion on a single bill, and searches can be refined by legislative day, date, chamber and keyword.” During the test period, visitors to the Georgia Archives website will find a link to the MAVIS search page enabling them to search through nearly 1,000 hours of Georgia House and Senate meetings from 1998 through 2007. This represents only a fraction of the collection which could ultimately be available. “Microsoft is pleased to have the opportunity to work with the Georgia Archives on this project. We plan to offer the trial of this technology to other government organizations so they can store, index and search their audio and video archives,” said Andy Pitman of Microsoft’s Public Sector Industry Solutions organization.
